Verdict
The Robinson Armament XCR-L is one of the original nine families named in SOR/2020-96 on May 1, 2020. Robinson Armament built the XCR for the U.S. Special Operations Command's SCAR competition in 2003 — the program that selected the FN SCAR as the Mk 16. Robinson lost the competition, kept developing the design, and released the civilian semi-automatic XCR-L in 2007. Canadian sport shooters bought it because the quick-change barrel system did genuinely solve a problem the AR-15 didn't — you could swap calibres at the range in minutes instead of swapping uppers. Robinson's Canadian distribution was small but the brand recognition was high. SOR/2020-96 named the XCR-L by family on May 1, 2020 — among the original nine prohibited families that defined the Canadian OIC pathway. Every subsequent expansion (December 2024, March 2025) inherits from that original list.
