Verdict
The Ruger 10/22 is the most common .22 rimfire in Canada and scores 3/15 — a Low, but a noisy one. The rifle itself has none of the flag features the SOR criteria reach, and rimfire is the rubric's base calibre band. What buys the platform its single policy-momentum point is the 2016 RCMP reinterpretation that retroactively prohibited the BX-25 magazine because it could fit the Ruger Charger pistol — a different firearm on the same platform. That episode is the proof that platform reinterpretations can land without an Order in Council. For now, the 10/22 itself is firmly Non-restricted and isn't appearing in any advocacy 'next list.' If a future government reaches for semi-auto rimfire as a category, this is the rifle the conversation starts with.
